Sir Alistair Graham, Chairman Sir Alistair Graham was, until April 2007, Chairman of the Committee of Standards in Public Life. He is currently Chair of the Independent Mobile Classification Body and has also recently been appointed as an Observer member to the Council of the Chartered Institute of Taxation and as a member of the Queens Counsel Selection Panel. Previous to this, he was Chairman of the Police Complaints Authority and the British Transport Police Authority. After twenty years as a Civil Service trade union leader, Sir Alistair was Chief Executive of the Industrial Society (now the work foundation) from 1986 to 1991. He went on to become Chief Executive of Calderdale and Kirklees Training and Enterprise Council, before transferring to Leeds where he pursued the equivalent role in the Leeds Training and Enterprise Council until 2000. Between 1997 and 2000, Sir Alistair also served as Chairman of the Parades Commission for Northern Ireland. |

Robert Chilton, deputy chairman Robert Chilton began his career in town planning and went on to become Director of Housing and Property Services for the Royal Borough of Kensington and Chelsea in 1979. In 1984 he moved into education, becoming Assistant Director of the Polytechnic of the South Bank. Three years later, he returned to local government as Chief Executive of Gillingham Borough Council. In 1989 he accepted the post of Director of Local Government Studies at the Audit Commission, where his secondments included Transport for London (as interim Commissioner for Transport), the Greater London Authority (as interim Chief Executive) and the Local Government Commission (as Chief Executive).
Since 2001, he has been a consultant for the Audit Commission, the Home Office and a number of local authorities. He also sat on the Board of the National Consumer Council, for which he served as Acting Chair for nine months in 2005/6. In addition, he has held a number of non-executive roles, including member of the Home Office Audit Committee, Board member and Chair of the Audit Committee for the Office of the Information Commissioner and Chair of the East Thames Group housing association. Bob is currently the Chair of Standards for England and is also a Board member and the Chair of the Audit Committee of the Waste & Resources Action Programme. |

Matti Alderson Matti Alderson is founder and Director of FireHorses Ltd which advises international clients in the public and private sectors on regulatory policy and strategy in the media, advertising and marketing sectors. She was Chairman of the Direct Marketing Commission, is a former Press Complaints Commissioner and member of its Audit Committee, and spent three years as the UK's Removals Ombudsman. She was Director General of the Advertising Standards Authority for ten years, Secretary of the Committee of Advertising Practice in the UK and Vice Chairman of the European Advertising Standards Alliance in Brussels. She is vice Chairman of the Chiltern Link of the Chernobyl Children Lifeline. |

David Clarke David Clarke was a former Marketing Director of both Kellogg's and Scottish Power, and Managing Director of Scottish Power's Consumer Energy Division. He is a former Non-Executive Board Member at the Information Commissioner’s Office and Scottish Enterprise Glasgow, and currently serves as a Non-Executive Director at the Forensic Science Service Ltd, the Pensions Advisory Service Ltd and the Cumberland Building Society. In the voluntary sector, David is a Director and National Trustee of the Abbeyfield Society. |

Hugh Griffiths Hugh Griffiths is a 15-year veteran of telecoms, media and technology, with experience across digital TV, web and mobile. Since 2007, Hugh has been Director of Mobile Services at Microsoft within the Consumer and Online Division. Prior to this, Hugh was VP of Data Products at O2 Telefonica Group, where he led the organisation to leadership in data (non-voice) services. Prior experience includes stints at Independent News and Media as MD of the digital business iTouch, and at Cable and Wireless. Hugh has also served on the Board of the Mobile Marketing Association, as the mobile industry representative on the Department of Culture, Media and Sports review of intellectual property rights for new media, and on the advisory board of Mobile Entertainmement. |

Jeremy Hallsworth Jeremy Hallsworth is Chief Executive Officer of BT agilemedia, a wholly owned subsidiary of British Telecom that supplies participation media solutions to broadcasters and service providers. Jeremy was previously Managing Director of Carlton Digital Channels, Carlton Television's cable and digital terrestrial business. |

Howard Webber Howard Webber is an experienced Chief Executive and consumer champion, having led the Consumer Council for Postal Services (Postwatch) through challenging times from 2006 to 2008. Prior to this, Howard was the Chief Executive of the Criminal Injuries Compensation Authority (CICA) for seven years. Howard has held various voluntary board positions and is currently on the Board of the Metropolitan Housing Association, one of the country’s largest housing associations and social care providers, also chairing its Customer First Committee and sitting on its Audit Committee. Howard had previously held various public positions, including Head of the Active Community Unit at the Home Office, developing programmes to promote the voluntary sector, volunteering and charities. He has extensive experience working with the voluntary, community and arts sectors. |

Paul Whiteing Paul was appointed Chief Executive of PhonepayPlus in March 2009. Prior to his appointment, Paul had been performing the role on an acting basis, and before that he was Director of Policy & Innovation at PhonepayPlus where he held responsibility for policy and industry relations. Paul is also Director of the Independent Mobile Classification Body (IMCB) - a subsidiary company of PhonepayPlus. Paul has managed a diverse range of projects, ranging from developing the Code of Practice, developing regulations for new service types such as Quiz TV, Premium SMS and Directory Enquiry (118) services, as well as leading on internal projects such as a review of governance which led to the creation of a Board comprising, for the first time, industry members. Prior to PhonepayPlus, Paul's background was in the public sector where he held a number of managerial positions, most recently as Contract Manager at the Legal Services Commission. |
