robert chilton (deputy chairman)Robert Chilton began his career in town planning and went on to become Director of Housing and Property Services for the Royal Borough of Kensington and Chelsea in 1979. In 1984 he moved into education, becoming Assistant Director of the Polytechnic of the South Bank during its transition to full university status. Three years later, he returned to local government as Chief Executive of Gillingham Borough Council. In 1989 he accepted the post of Director of Local Government Studies at the Audit Commission, where his secondments included Transport for London (as interim Commissioner for Transport), the Greater London Authority (as interim Chief Executive) and the Local Government Commission (as Chief Executive). Since 2001, he has been a consultant for the Audit Commission, the Home Office and a number of local authorities. He also sits on the Board of the National Consumer Council, for whom he served as Acting Chair for nine months in 2005/6. In addition, he holds a number of non-executive roles, including member of the Home Office Audit Committee, Board member and Chair of the Audit Committee for the Office of the Information Commissioner, Chair of the East Thames Group housing association, and member of the Audit Committee of the Waste and Resources Action Programme.
