stephen locke

Stephen Locke is a consultant specialising in consumer protection and regulation. He is a Board member of both the National Consumer Council and the Independent Mobile Classification Body (IMCB), a member of the Financial Services Authority's independent Consumer Panel and serves on the Broadcast Committee of Advertising Practice's Advertising Advisory Committee. He was also a member of the advisory panel to the Review of Regulation of Legal Services conducted by Sir David Clementi, which reported to Ministers in December 2004.

He has held senior posts in the public, private and not-for-profit sectors. Until the summer of 2003 he was the Project Director charged with the preparations for Ofcom, having previously been Director of Advertising and Sponsorship at the Independent Television Commission. In the 1990s, he was Director of Research and Policy at Consumers' Association; he has also worked in management consultancy and as a Treasury civil servant.
