INOCThe PhonepayPlus Network Operators Committee (INOC), has now been superseded by the Industry Liaison Panel (ILP). INOC, which was set up in 1996 to improve PhonepayPlus' transparency and accountability, met on a quarterly basis. Its members represented those network operators who carried premium rate services at that time.The group's main functions were to scrutinise PhonepayPlus' annual budget, to monitor income and expenditure against this budget, and to consider any issues relating to the development or regulation of the premium rate industry. INOC was chaired by the PhonepayPlus Chairman. Membership of INOC increased and this reflected the increased number of network operators who carried premium rate traffic. All members were invited to attend meetings, while representatives of those networks considering entering the premium rate market were welcome to attend as observers. While meetings were predominantly focused on financial issues and associated discussions, INOC members also debated major policy issues, including the practical implications of the Communications Act 2003, the ongoing review of the Code of Practice, the possible introduction of higher tariffs, personal numbering matters and the development of new services. Members also reviewed the funding formula used to calculate PhonepayPlus' annual budget in light of the changing face of the industry.
