Regulating to build consumer trust in phone-paid services
PhonepayPlus is the organisation that regulates products or services - such as competitions, TV voting, helplines, adult entertainment, downloads, new alerts or interactive games - that are charged to users' phone bills or pre-pay accounts.

4 Information Providers

4.1  Information providers must comply with the provisions of this Code where applicable to them or to the service and/or promotion with which they are concerned.

4.2  PhonepayPlus operates this Code through processes which primarily involve network operators and service providers. PhonepayPlus deals with information providers in its procedures and imposes sanctions directly on them only in limited circumstances as set out in paragraph 8.1.4 or where an individual is subject to the process set out in paragraphs 8.7.4 and 8.7.5 which may lead to the imposition of a sanction under paragraph 8.7.2f or 8.7.2g.
