As stated in PhonepayPlus' general notice to the industry on 14 September 2007, as part of its commitment to greater transparency, PhonepayPlus will publish details of accepted breaches of its Code of Practice which have been resolved using the informal procedure (paragraph 8.4 of the Code) from 15 October 2007.

The informal procedure is used at the discretion of the Executive in appropriate cases where any apparent breach has caused little consumer harm. However, all cases are considered on their individual merits and the standard procedure may still be used in any circumstances - for example, where the Executive considers that to do otherwise may risk damaging public confidence, where the service provider has a history of breaches, or where the service provider fails to accept and remedy the breach. Please note that the premium rate numbers/short codes that appear in the informal procedure summaries were correct at the time of PhonepayPlus' investigation and subsequent adjudication. The numbers published are the only numbers PhonepayPlus was aware of when investigating the service. The informal procedure applies to all numbers on which the service operated.
